Winding up the debate, Rt. Hon. Oboth said the Bill targeted "those who engage in military-related offences" and was "not about subjecting civilians to military courts arbitrarily". Parliament passed it the same day.

Wound up the debate as Minister of Defence and Veteran Affairs.

On 20 May 2025, Parliament passed the Uganda Peoples' Defence Forces (Amendment) Bill, 2025 after its second reading and consideration.

As Minister of Defence and Veteran Affairs, Rt. Hon. Jacob Oboth said the legislation targeted "those who engage in military-related offences", clarifying that it "is not about subjecting civilians to military courts arbitrarily".

The Bill as passed establishes a Directorate of Military Prosecutions, bars the execution of a death sentence before its confirmation by the Supreme Court, and sets out an appellate path from the Unit Court Martial through to the Supreme Court. Opposition Members objected that it revived provisions the Supreme Court had struck down, and some walked out of the Chamber; the Bill was passed with amendments.
