Speaker Chairing The House

Parliamentary Address

Communication from the Chair, 15 July 2026

15 July 2026 • Parliament of Uganda, Kampala

The Speaker announced the passing of a Member of Uganda's First Parliament, congratulated new committee and commission office-holders, and ruled on the Auditor-General's reports.

Honourable members, I welcome you all to this sitting. It is with profound sadness that I inform the House of the passing of Hon. Kosia Modabhu Ngirisi, former Member of Parliament for Northwest Tooro Constituency, who served Uganda with distinction from 1962 to 1971.

Hon. Ngirisi belonged to the pioneering generation of leaders who served at the dawn of Uganda's Independence. As a Member of Uganda's First Parliament, he helped lay the legislative foundations upon which this institution stands today. On behalf of Parliament and on my own behalf, I extend heartfelt condolences to his family, the people of Tooro and the entire nation.

I congratulate Members recently designated to serve on the Parliamentary Commission, the chairpersons and deputy chairpersons of committees, and Parliament's representatives to regional and international parliamentary bodies — including the Pan-African Parliament, the Inter-Parliamentary Union, the Commonwealth Parliamentary Association and the ACP-EU Joint Parliamentary Assembly. To those who did not make it, there is hope.

With the Parliamentary Commission, the committees and the parliamentary representatives now in place, the 12th Parliament can commence its work in earnest. I encourage all Members entrusted with these responsibilities to discharge their duties with diligence, integrity and unwavering commitment to the people of Uganda.

On the annual reports of the Auditor-General for the audit year ended 31 December 2025: the meeting between the Leader of the Opposition, the Government Chief Whip, the Chief Opposition Whip, the Attorney-General and Hon. Masaba Karim concluded that the six months for consideration of the report commences upon its reinstatement and laying — a position I agree with. The report, laid by Commissioner Hon. Nakut Faith, has been referred to the respective public accounts committees, which must report back within six months starting Tuesday, 14 July 2026.
