Speaker warns leaders against corruption in Parish Development Model

9 September 2026 • Office of the Speaker

Reviewing PDM progress in West Budama Central, the Speaker cautioned local leaders against demanding kickbacks from beneficiaries.

The Speaker, Rt. Hon. Jacob Marksons Oboth, met local leaders in West Budama Central, Tororo District, to assess the performance of the Parish Development Model (PDM) and to find solutions to its implementation challenges.

Local leaders reported disparities in allocations across parishes, low attendance at beneficiary training, reluctance by eligible households to take up loans, and a lack of ready markets for produce from PDM-supported enterprises. Between 2022 and 2025, Shs8.590 billion was disbursed to 7,873 families in the county, with Shs1.072 billion outstanding.

The Speaker cautioned leaders against corruption, particularly demanding kickbacks from beneficiaries, saying public resources must reach their intended recipients without being diverted. "PDM funds are meant to transform households and enable our people to move out of poverty, and every leader has a responsibility to ensure that these resources reach the intended beneficiaries," he said.
